Same here and I have my first three planets in 11th house and 5th house vertex in Sagg. My Uranus is in the 7th house too. Given that Aquarius/Uranus/11th house deals with the unusual and Sagittarius/Jupiter/9th house is with foreign matters, it makes sense. I also think the moon plays a role though. For example, someone with the above placements, but with Moon in Cancer is most probably going to look closer to home for someone unusual/foreign as opposed to maybe an Aries moon. I've known a few Cancer and other water moons who have a lot of fire and air placements, but seem to look only to their immediate environments for friendships and love and stuff. They're adventurous, but when it comes to bonding with someone they seem to keep the company of people who they're always with if you know what I mean.
And then there are aspects and chart rulers in the chart that could indicate the same stuff. There are all sorts of course to explain why, but to answer your question- both. Venus in Aquarius shows a love of the unusual, eccentric, unconventional etc. 9th house/Saggitarius stuff shows the character in general leans towards foreign affairs, higher learning and philosophy.
